After Rahul Gandhi repeated his ‘vote chori’ allegations today, this time using some discrepancies in voter list in Haryana, the Election Commission has issued a statement saying that while voter lists were shared with all political parties before there finalisation ahead of 2024 assembly elections, no party had raised any objections. The Chief Election Officer of Haryana stated that not a single complaint was filed alleging duplicate voters in the state.
Moreoer, the poll body rejected Rahul Gandhi’s claim that voter lists are given to Congress party just a day before the elections, and clarified that lists were published and shared with recognised political parties weeks before the elections.
Earlier in the day, Congress leader Rahul Gandhi unleashed what he dubbed the “H Files” – a dossier of alleged electoral malpractices in the 2024 Haryana Assembly elections. Accusing the Election Commission of India (ECI) and the ruling Bharatiya Janata Party (BJP) of orchestrating a massive “vote chori” (vote theft) scheme, Gandhi claimed over 25 lakh votes were manipulated, robbing Congress of a clear victory. He cited some examples of same photos used for different voters, alleging they are duplicate voters. Similarly, citing large number of voters having the same address, he called them bulk voters, and demanded ECI should delete all these voters using software, and without conducting any verification.
Rahul Gandhi also claimed that they are given the voter lists at the last moment, and therefore they can’t do anything by filing petitions or sensitising the booth level agents. During the presentation, he claimed that voters lists are given to them just a day before the elections, and later during the question-and-answer session with reporters, he claimed the lists are given at the ‘last minute’. ‘If voter list itself is corrupted, we can’t do anything’, he said, rejecting proposal to move courts with his allegations.
He made this comments while talking about why they didn’t file objections to such discrepancies in voter lists, and why their booth workers didn’t spot the duplicate entries.
After that, Haryana’s Chief Electoral Officer (CEO) issued a pointed clarification, underscoring the transparency of the process and dismissing the charges as unsubstantiated.
In a detailed statement posted on X, the CEO stated that final electoral rolls were shared with all parties on 27th August, 2024, ahead of a rigorous revision process that processed 4.16 lakh claims and objections. A total of 20,629 BLOs (Booth Level Officer) worked on this task.
Assembly elections in Haryana took place on 5 October 2024, which means, Congress and other parties got the electoral rolls over a month before the elections, not ‘just before’ the elections, as alleged by Rahul Gandhi.

The CEO stated that zero appeals were filed against the rolls, and no second objections were filed against the orders of the DMs. Contesting candidates had deployed 86,790 polling agents at 20,632 polling stations, who can easily spot doubtful voters as they have access to electoral roll with photos of voters.
The CEO Haryana said that only five complaints were lodged during counting on October 8, and none upheld as irregularities. After the elections, 23 election petitions were filed.
Therefore, there was no petition or complaint filed against discrepancies in voter lists, the few numbers of complaints filed were related to results of the elections.
